医学考博 | 2023年武汉大学第二临床学院博士研究生“申请-考核”制选拔实施细则
根据《武汉大学博士研究生“申请-考核”制选拔实施办法》和《武汉大学2023年招收攻读博士学位研究生简章》等文件精神，为了进一步深化研究生考试招生制度改革，提高博士研究生选拔质量，拓展优质生源，结合第二临床学院的实际情况，特制定本实施细则。
一、招生计划及报考条件
（一）2023年第二临床学院全日制博士招生计划为49名。其中招收学术学位博士研究生24名（含硕博连读生7人）、专业学位博士研究生共25名（含硕博连读生5人）。不招收非全日制博士研究生。
（二）申请考核的考生须具备报考博生研究生基本条件，详见武汉大学研究生院官方网站《武汉大学2023年招收攻读博士学位研究生简章》。
报考临床医学专业学位博士的考生须符合简章中的报考基本要求，还需为已取得《住院医师规范化培训合格证书》的应届或往届硕士毕业生（最晚在入学前取得《住院医师规范化培训合格证书》）。
提示：专业代码1002开头为学术学位，1051开头为专业学位，报考专业学位博士的考生需符合专业学位博士报考条件，请务必确保报考无误，如因学位类型报考有误造成的后果由考生个人承担。
二、组织管理
（一）根据学院2023年度博士研究生招生计划与学位点建设规划等实际情况，以及武汉大学第二临床学院博士生导师上岗的有关要求确定进入当年博士招生专业目录的导师名单，见武汉大学中南医院官网导师园地板块（https://www.znhospital.com/yjsdsyd/19792.jhtml）。
（二）内、外科按照三级学科，其余专业按照二级学科成立考核专家组，每个考核专家组以当年招生导师为核心、本专业为基础、不少于5名相关学科专业的博士生指导教师组成，组长由培养单位研究生招生工作领导小组确定。
（三）考核专家组负责学科内考核评价工作。主要职责为：
（1）形成候选人遴选及综合考核的评价标准。
（2）客观、公正地审核申请者的申请材料，形成评议结果。
（3）实施综合考核，对考生进行全面、充分考核，提交考核成绩。
（4）对申请者评议结果及考生综合考核成绩负责。
（四）学院成立研究生招生工作领导小组，学院主要负责人、主管研究生招生负责人分别担任正、副组长，主管防疫、纪检工作的负责人担任成员，保障博士招生工作顺利进行。
三、招生方式
通过“申请-考核”方式选拔博士研究生（含各类专项计划）。主要程序包括：网上报名、资格审查、提交材料、外语水平考试、确定候选人、资格审核、综合考核与录取。
（一）网上报名
时间：2022年11月25日—12月21日。具体流程详见《武汉大学2023年招收攻读博士学位研究生简章》。
（二）资格审查
学院根据申请者上传的申请材料，对报名资格进行严格审查。不符合报考资格者，不予准考。
（三）外语综合水平考核
报考我院2023年博士研究生外语综合水平需符合以下条件之一（各类专项计划除外），否则资格审核不予通过：
（1）大学英语六级考试（CET-6）合格，需提供成绩单扫描件。
（2）雅思（IELTS）成绩6分及以上或托福（TOFEL）成绩90分及以上或GRE成绩300分及以上(有效期内)，需提供成绩单扫描件。
（3）在近三年(见刊时间在2020.01.01至2022.12.21)，以第一作者或通讯作者身份发表英文文章，被SCI收录，按以下条件申请：
① SCI文章类型不限，仅第一位作者或通讯作者（包含共同第一作者或共同通讯作者，不分排序）可用于申请博士研究生考核；
②若文章仅为接收状态，或仅为在线发表，未入库，均不可用于申请考核；
③SCI文章需提供原文和经专门机构（如武汉大学图书馆等）开具的检索报告。检索报告应包含文章的标题、来源出版物、出版时间、作者信息、文献类型、中科院分区及影响因子等信息。若未提供检索报告，则文章视为未被SCI收录。
（4）获得由教育部认证认可的英语国家高校的学士学位或硕士学位。
申请考生须于网报结束（2022年12月21日）前向我院提交《武汉大学第二临床学院2023年博士研究生外语综合水平信息表》（附件一）及相关支撑材料，需将相关材料重命名为“外语水平 报考专业 姓名”（例：外语水平 泌外 张三）后发送至邮箱znyyyjs-zyg@foxmail.com。有***************明（大学英语六级、雅思、托福、GRE）的考生提供相关电子版成绩单或扫描件即可，无***************明的考生提供英文原文文章及检索报告扫描件，逾期未提交申请表、支撑材料的或不符合条件的视为无效申请，不予考核。
（四）提交材料
申请博士综合考核的考生需同步提交纸质版和电子版博士考核申请材料。申请材料纸质版以自送或快递方式提交到：湖北省武汉市武昌区东湖路185号武汉大学医学部4号楼第二临床学院213办公室，联系电话：027-67813563，收件人：张亚冠。相对应的电子版材料（含签字、公章的申请材料提供扫描件）需以“博士考核 报考专业 姓名”命名（例：博士考核 泌外 张三），发送至邮箱znyyyjs-zyg@foxmail.com。提交材料日期为网报成功后至2023年2月16日，逾期未寄送纸质版和电子版申请材料者视为自动放弃申请考核资格。
申请材料请按以下顺序整理：
（1）入学申请
《武汉大学第二临床学院2023年博士研究生入学考核申请表》（附件二），包括考生科研能力自我评价及对学科专业现状及发展方向的见解，攻读博士学位期间的研究计划等内容。
（2)《武汉大学2023年博士研究生考生信息卡》(网报系统导出、打印)。
（3）最后学位、学历证的复印件
应届毕业硕士生提交学信网学籍认证报告，本校应届毕业硕士生也可提供学生证复印件。在境外教育科研机构获得学位、学历的考生，须出具教育部留学服务中心的认证书复印件或者学校出具的预计毕业时间的证明。
（4）两名与报考学科、专业相关的教授或相当专业技术职称的专家（正高职称）出具的《专家推荐书》（网报系统导出、打印，纸质版单独夹在材料中，不要装订）。推荐人姓名、所在单位、职称等信息将对外公布，向我校推荐过考生、但考生存在提交虚假材料、考试舞弊以及实际信息与推荐意见明显不符合者，请勿再向我校推荐该考生）；
（5）本科与硕士研究生课程成绩单(须加盖出具单位的公章)；
（6）报考专业学位博士研究生的考生需提交《住院医师规范化培训合格证书》复印件（应届硕士毕业生及在培最后一年的考生需提交在培证明）；
（7）相关证明、说明材料。包括硕士学位论文（应届毕业硕士生毕业论文摘要、目录等）；公开发表的学术论文、所获专利及其他原创性研究成果的陈述和证明；各类外语水平证书或证明材料；说明个人特别成就、能力的其他材料。
（五）确定候选人
考核专家组根据申请者提交的申请材料，针对以下几方面进行评价。
（1）本科、硕士课程成绩；
（2）硕士学位论文（含评议书）；
（3）参与科研、发表论文、出版专著、获奖等情况；
（4）专家推荐意见及申请者自我评价；
（5）研究计划；
（6）外语水平考试成绩。
专家组对考生上述材料进行集体审核评议，做出评价结论及综合评分。学院研究生招生工作领导小组审核专家组评议结果，并按不超过招生计划数1：2的比例确定候选人，公示无异议后报研究生院备案。
（六）资格审核
综合考核前，学院对考生资格进行审核，并留存相关材料。
1.往届生(已取得硕士学位人员)须交验本人最后学位、************、身份证原件；应届硕士生须交验硕士研究生证、学信网学籍认证报告和身份证原件。
2.在境外教育科研机构获得学位、学历的考生，须出具教育部留学服务中心的认证书原件或者学校出具的预计毕业时间的证明原件。
（七）综合考核与录取
学院考核专家组对考生进行综合考核，对学生学术道德、专业素养、研究能力和创新潜质等进行综合评价。在综合考核中必须要有体现临床医学专业的职业素养与伦理、沟通能力、临床诊疗基本技能的考察项目。综合考核按照学校规定收费180元，一般在综合考核阶段面试报到时收取。
综合考核内容主要包括：
（1）学术素养。主要考查候选人的专业基础、知识结构、学术研究兴趣及研究能力等，是否具备本学科博士研究生应具备的专业知识基础及学术研究能力。
（2）外语水平。主要考查候选人是否具备本学科博士研究生应具备的外语应用能力，包括文献阅读、摘要写作、口语和听力等。
（3）培养潜质。结合候选人学术研究经历、公开发表的学术论文、所获专利及其他原创性研究成果及候选人提供的研究计划，考核候选人的科研思维、科研方法、科研创新能力等，重点考查候选人的科研创新能力，是否具备本学科博士研究生的培养潜质，并包含学术道德、思想品德考察。
综合考核各部分均以百分制计分。综合考核总评成绩的权重一般按学术素养40%，外语水平30%，创新潜质30%的比例确定。候选人参与直接测试的时间应不少于60分钟/人。考核测试过程应做好记录，直接测试环节全程录音录像，形成考试档案保存。
四、坚持“择优录取、保证质量、宁缺毋滥”原则
招生工作领导小组根据招生计划、考生综合考核总评成绩确定初录名单并报研究生院审核，并按要求公示拟录取考生名单。录取类别见《武汉大学2023年招收攻读博士学位研究生简章》。考生体检在拟录取后进行。思想品德考核不合格者不予录取。
五、坚持信息公开原则
主动公开招生专业目录、招生计划、招生导师、考核实施细则、候选人综合考核成绩、拟初录名单、考生确定导师结果、拟录取考生名单、咨询及申诉渠道等相关信息。未经公示的候选人不得参加综合考核、不得录取。
